Am I eligible for a grant or premium for damp-proofing (2025)?

If you are planning to renovate your home in Flanders, My VerbouwPremie (or the former Flemish renovation premium) is an interesting possibility to receive financial support. This premium can be used for various renovation works, including moisture control and basement waterproofing. In this article, we offer detailed information on the terms and conditions, the application process and the amount of the premium.

What is My Rebuilding Premium?

Anyone renovating or converting a house in Flanders can apply for various grants and subsidies. The umbrella My Renovation Premium (until 2019 it was called the Flemish renovation premium) is one of them.

My VerbouwPremie is a subsidy from the Flemish government to encourage owners to renovate their homes and make energy-saving investments. Anyone investing in an existing house, flat, apartment complex or non-residential building (such as an office building) can apply for financial support from the Flemish government. In doing so, the building must be at least 15 years old on the application date.

For which works can I apply for My Renovation Premium?

This premium is intended for investments in energy efficiency and home quality improvements. The works eligible for My Renovation Premium are thereby divided into several categories. These are investments intended for the following purposes:

  • Windows and doors
  • Roof
  • Exterior walls
  • Floor
  • Interior renovation
  • Electricity and plumbing
  • Gas condensing boiler
  • Heat pump
  • Heat pump boiler
  • Solar water heater
  • Solar panels

When you moisture problems want to prevent or combat, investment will mainly focus on exterior walls and interior renovation. For example, if you rising damp want to tackle or have your basement sealed, you can use My Rebuilding Premium from the Flemish government.

Who is eligible for My Rebuilding Premium?

My Rebuilding Premium covers a lot of categories, so the target groups for this grant are very diverse. In general, there are three target audiences for this premium, and the amount of support you will receive depends on the group you belong to:

1. Owner-occupiers (3 income categories)

You can apply for My Home Improvement Premium for the home you use as your main residence and if you are the owner of it; in the broadest sense of the word. Owner includes full ownership, usufruct or long lease.

The amount of the subsidy, besides the type of work, depends on two factors.

  • The family income of the owner(s) living in the property (as well as their legal partner, married or legally cohabiting), according to the most recent assessment notice at the time of the premium application.
  • The family composition at the time of the application, in other words the number of dependants at the time of the premium application along.

Do you actually live together and your partner is not an owner? Then your partner's income will not be taken into account.

To be entitled to My Rebuilding Premium as an owner-occupier, you must fall into one of the three income categories.

Category 1: highest income category

As an owner-occupier belonging to the highest income category, you are not entitled to subsidies for all works. You are only eligible for works that are energy-efficient, such as roof, wall, and floor insulation, high-efficiency glazing, heat pumps, heat pump boilers or solar water heaters. These are the conditions:

  • You are the sole owner and your annual income exceeds 53,880 euros.
  • You are the sole owner with one dependent person or a couple with no dependent person and your annual income exceeds 76,980 euros.
  • Again, you add 4,320 euros per additional dependent person.
  • As a non-owner-occupier, you also fall under this category.

Category 2: middle income category

Do you fall in the middle income category? Then you are eligible for premium in all categories of works (except gas condensing boiler), but the subsidy will be less. The conditions are as follows:

  • You are the sole owner and have an income greater than EUR 42,340 and less than or equal to EUR 53,880.
  • Your annual income exceeds 59,270 euros and is less than or equal to 76,980 euros, and you are the sole owner with one dependent person or a couple with no dependent person.
  • As with the lowest income category, increase the amounts above by €4,320 for each additional dependent.

Category 3: lowest income category

As an owner-occupier, do you fall into the lowest income category? Then you are eligible for all categories of works and entitled to the highest premium. These are the conditions for the lowest income category:

  • You are the sole owner and have an income greater than 24,230 and less than or equal to 42,340.
  • Your income is greater than 36,340 and less than or equal to 59,270 euros and you are the sole owner with 1 dependent person or you are a couple with no dependent person.
  • For each dependent who joins, you have to add €4,320 to the above amounts.

Category 4: lowest income category (new since 1 July 2025)

Since 1 July 2025, a fourth income category has been added to My Rebuilding Premium. The former lowest income category was split into category 3 and category 4, with category 4 now representing the group with the very lowest income.

You fall into category 4 when:

  • You are the sole owner and your annual income does not exceed €24,230.
  • You have an income of up to €36,340, and you are the sole owner with one dependent person, or you are a couple with no dependants.
  • For each additional dependent person, you may increase this income ceiling by €4,320.

! New since 2025

Do you want to claim My Rebuilding Premium after 1 July 2025? Then it is best to take into account some new rules of the game concerning income categories:

  • As owner-occupiers, do you fall into income category 2, 3 or 4, and do you own another property in addition to the one for which the premium is claimed? Then you are automatically classified in the highest income category (category 1) and automatically lose the right to increased premium rates. This classification applies regardless of actual income or family composition. This measure should prevent people with substantial properties from unfairly benefiting from support measures for lower incomes. An exception applies to those who rent that extra property to a housing company.
  • In addition, a ceiling introduced on the number of square metres for which you can get a premium as an applicant in category 1 or 2 for works on the building envelope. From now on, a maximum of 100 m² will apply for roof insulation and external wall insulation, 75 m² for floor insulation and 20 m² for windows and doors.

So for higher earners and investors, the premium amount will be more limited from 1 July 2025 than before. Read more about the exact changes on the site of the Flemish Government.

2. Landlords through a social letting agency

Do you rent out a house or flat through a housing company or social rental agency? Then you are always eligible for the highest premium amounts for all types of renovations. These premiums are similar to those for owner-occupiers with the lowest income, except that your income does not play a role in this situation. To get these premiums, you have to show a signed lease of at least 9 years with a housing company when you apply.

3. Non-owner-occupiers (or investors)

You can apply for My Renovation Premium for a house, flat or other building you invest in, even if you do not own it. People who rent a property on the private market or do not live there themselves can also apply for this premium. These 'other investors' can only apply for My Renovation Premium for energy-saving investments. These premiums are equal to those for people with the highest income (category 1).

4. Investors in an apartment building

Investors in an apartment building can also get a basic premium for works on the building's common parts and installations. They constitute a separate target group since 1 July 2025. For works on the exterior of the building, investors will receive a fixed premium for insulation and high-efficiency glazing, up to 40% of eligible costs (excluding VAT).

4. Investors in a non-residential building

Investors in a non-residential building form a separate target group since July 2025. Only non-commercial institutions, such as non-profit organisations, and cooperative societies can get a premium for works on the exterior of the building (such as roof, exterior wall, floor, windows and doors).For investments in renewable energy, all investors in a non-residential building can apply for a premium. Fixed premiums apply for these works, up to 40% of eligible costs (excluding VAT).

How much is the premium for damp proofing according to My Rebuilding Premium?

As outlined above, the amount of the subsidy depends on what works you are having done, whether it is a flat or a house and which income category you fall into.

We give you two concrete examples along: treating persistent damp in the exterior wall in a home, or an interior renovation such as having your basement drained:

From 2025, the premium will be reduced for both the lowest and middle income categories. For the lowest income group, the premium rate drops from 50% to 35%, while for the middle income category it drops from 35% to 25%. This reduction may lead to a significantly lower payout for most premiums, which will be especially noticeable in larger renovation works and may make a significant difference on the final bill.

Where can I apply for My Renovation Premium?

You can very easily apply online for My Renovation Premium via My Construction Counter after the work has been completed, up to two years from the date of the invoice for the work. If your invoice is older than 24 months, it is no longer possible to apply for premium.

My Reconstruction Loan as a support measure

Of course, to qualify for My Rebuilding Premium, you must first have the necessary financial resources. However, since 2022, it has been possible for owners to apply for financial assistance in the form of 'My Renovation Loan' to renovate their home. This loan, interest-free up to €60,000, is intended for renovations aimed at improving energy efficiency and living quality. It is also subject to a variety of conditions.
